THE
STATE OF FLORIDA SELECTS VERITEC SOLUTIONS TO
DEVELOP AND MANAGE THE DEFERRED PRESENTMENT CUSTOMER
ELIGIBILITY VERIFICATION AND TRANSACTION AUTHORIZATION
SYSTEM

In accordance
with Senate Bill (sb1526), all deferred presentment
providers (“Providers”) within the State of Florida, as
defined by s.560.404 (23), F.S., must comply with the
requirement to use the Department of Banking and Finance
(the “Department”) database (the “Database”) in order to
verify customer eligibility and receive an authorization
for each transaction prior to entering into an agreement
with a customer.
The
Department has selected Veritec Solutions, L.L.C. (“Veritec”)
to develop the database system and manage the
implementation and operation of this program statewide.
Veritec has formed the Deferred Presentment Provider
Advisory Council (the “Advisory Council”), in
conjunction with The Financial Service Centers of
Florida (FSCF), to ensure that this program meets the
needs of the Industry.
The initial
members of the Advisory Council are: Joseph M. Doyle—the
current Chairperson of FSCF; Marshall Davis—Check
Cashing Store; Alan Macarthur—FastCheck;
Bill Krawchuk; Jim Fruemberg—CheckSmart;
Leigh Anna Hollis—Advance America; and
Fraser Mackechnie—Amscot.
The initial
meeting of the Advisory Council was held in
Jacksonville, FL on November 14, 2001. This meeting was
held in conjunction with a one-day technical workshop,
on the previous day, where the standards for the
automated interface with the Database were reviewed. The
document detailing these interface standards was
formally published and mailed, on November 21, 2001, to
all Providers registered with the Department as of that
date. If you are a registered (licensed) Provider and
have not received this document, you may contact your
software provider; or you may request a copy from
Veritec.
During the
next few months, the Advisory Council may meet monthly,
to ensure the smooth deployment of the Database. It is
to the Industry’s advantage to have a well-designed
Database and an efficiently run program that will help
Providers better manage the day-to-day business of
transaction processing. Therefore, once the program is
operational, the Advisory Council will continue to meet
quarterly to ensure that any business issues affecting
the Industry are addressed in a timely and effective
manner.
The Database
is scheduled to go live no later than March 1, 2002.
Advisory Council members will be working with Veritec to
test the Database and the support program operations
early next year. Training on the use of the website
system for accessing the Database and on the Department
rules regulating transactions will be conducted in early
2002. Further information will be disseminated soon.
